- The 5th Asian Ministerial Conference on Disaster Risk (AMCDRR) in Jogja Expo Center (JEC) , Yogyakarta, was officially opened by The President of Republik Indonesia (RI), Susilo Bambang Yudhoyono, on Tuesday, October 23, 2012.

Through his speech, SBY stated that there are 494 areas categorized as disaster-prone areas according to Indonesian Disaster Risk Index (IDRI).

The President admitted that he is really sad, because most of the areas are included in disaster high-risk. "This is awfully sad. There are 396 areas in high-risk zone. They're vulnerable to disasters", said The President while giving the opening speech.

The opening ceremonial of the conference was indicated by the beating of the gong by SBY who was accompanied by The President of Republic of Nauru, Sprent Dabwido, The Head of National Agency for Disaster Management Syamsul Maarif, and the Special Representative of The UN Secretary General for Disaster Risk Reduction, Margaretha Wahlstrom.

While giving the speech, SBY emphasized that Indonesia is vulnerable to natural disasters. It is proven by many disasters, such as Aceh Tsunami and Yogyakarta earthquake. "Indonesia has real disaster threats", he uttered.

Reflecting to the experiences of disaster management in Aceh and Yogyakarta, the government carries out the disaster risk reduction in six ways. The first is to enhance the local resistance through village development.

Disaster-prepared villages function to create local power to reduce the disaster risks. These villages are also the part of broader networking for the national implementation. The president mentioned that the government has created disaster-prepared villages in some hinterlands and in littorals (resilient coastal villages).

The second is participation enhancement towards everyone, including the citizens, academics, professionals, parliament practitioners, religion leaders and even entrepreneurship communities.

Hence, the President launches National Networking on Disaster Resource s Cooperation for Indonesia. Besides, he also builds up Partnership Networking on Disaster Management between government and engineering and construction companies.

The third is the development on local human and technical resource capacity covering knowledge, skills and wisdom. The fourth is the budgeting to enhance the capacity of disaster management.

The fifth is the coherence between national and local capacity. The framework for national actions should strengthen the framework for the local.

The sixth is the integration to disaster management and adaptation to climate change into regional and national establishment process. "Ready or not, successful or not, our capacity in giving respond to disasters is excessively determined by the six factors", said the President.

The Head of National Agency for Disaster Management Syamsul Maarif asserted that actually the local have recognized the disaster threats. The mitigation process has been implemented in daily life, but unfortunately, there are still less privates participating.

"The percentage (of the privates) is not more than a half", said Samsul.

The participation from private sectors in mitigation process should not contribute in financial, but, many more ways are reliable such as constructing simulations to various disasters, according to each area potential.

The Head of National Platform on Disaster Risk Reduction (Planas), Avianto Muhtadi, alerts the budget availability in emergency response period. According to field experiences, the availability in emergency response affects significantly to the response.

That is why, disaster management budget should always be ready and available to use transparently and accountably. "The use of foreign assistance funds has to be done in proper way, so that, it will not inflict new disasters", he emphasized.
